The Open Parliament of Albania 

The Luzaj Towers are situated in the southern part of Vlorë, between the mountains and the sea. The project comprises a pair of towers, accommodating both residential and hotel functions.

Both towers are conceived as fluid, organic forms — resembling amoeba-like silhouettes — elegantly rising above a solid, monolithic plinth. Positioned on the second row of buildings from the waterfront, their elevated design maximizes sea and mountain views for both residents of the Luzaj Tower and guests of the hotel.

The two towers feature distinct floor layouts: the hotel adopts a compact, amoeba-shaped plan that maximize sea views, while the residential tower, benefiting from a larger site area, is organized around a soft-edged Y-shaped floor plan. Both layouts are designed to ensure high spatial efficiency and controlled floorplate depth, maximizing natural daylight penetration throughout all interior spaces.

The facade design concept seeks to balance the desire for extensive views of the surrounding natural landscape with the necessity of shielding the interior from direct sunlight, which can lead to increased energy consumption to maintain a comfortable indoor temperature.

To achieve this, the facade is composed of two key elements: continuous balconies that provide the primary shading, and a modular facade system that integrates both opaque and transparent components.

The use of modular façade elements enables variation in the facade's appearance, even across repeating floor layouts.
